Referrals are made mainly through social service departments and other agencies with delegated responsibility to make referrals.
Referring agency/ Local Authority accepts financial responsibility for the placement.
For planned referral, the young person and their social worker will make an initial visit to view the placement to decide whether the placement is suitable.
